Nigeria will participate in the IGF 2025 with a dedicated national Open Forum to discuss one of the most critical building blocks of internet access and inclusion: digital literacy.
Theme: Digital Literacy as a Pre-Condition for Achieving Universal Access
This theme reflects Nigeria’s commitment to ensuring that every citizen can benefit meaningfully from the Internet. Universal access to the Internet is no longer just about laying cables and expanding coverage. It’s about people having the knowledge and skills to use the Internet effectively, safely, and productively.
At Nigeria’s Open Forum during the United Nations Internet Governance Forum 2025, we’re shining a spotlight on digital literacy not just as a technical skillset, but as a human right and development accelerator.

Format: Hybrid Open Forum with moderated discussion and regional perspectives.
Key Focus: Nigeria’s DL4ALL Model.
The forum will explore DL4ALL – Digital Literacy for All, Nigeria’s bold initiative to bridge digital skill gaps among artisans, market men and women, informal workers, uneducated and underserved demographics.
Using volunteer networks, a train-the-trainer delivery model, and certified learning content, DL4ALL proves that inclusive digital education can be done at scale, low cost, and high impact.

Spearheading Nigeria’s national digital strategy and the 3MTT initiative, Mr. Abdullahi will share insights into Nigeria’s approach to scalable digital literacy and innovation-driven transformation.
Dr. Ibiso Kingsley-George
Head, Internet Governance Unit, Nigerian Communications Commission (NCC)
A key driver of Nigeria’s regulatory alignment with global digital policies, Dr. Kingsley-George will moderate the session focusing on how Internet governance can support inclusive access through literacy frameworks.
